# Article : A Fourth of American Live in Poor neighborhoods.

# Summary : 

  This article is about people live in poverty area, which means area where at least 1 in 5 have income less below the poverty level. And the rate of people live in poverty area gradually grow up from 2000’s. Many research found that live in this area means they live in high crime rate, low house condition and fewer job opportunities. Just 4 states are showing declination of rate. Louisiana’s decline was largest and Carolina saw the biggest expansion.

# Persuasive : 

  I think this article means the total wealth, budget or capital is increased, however, this increasing of wealth was from social upper level and their wealth does not distributed to people who lives in poverty. But in a capitalistic society, it does not crime just about their morality like noblesse oblige. Therefore, government should make institutional solution to resolve an issue.
